The insured is an owner and is insured for PIP. She is injured in an accident and has the following damages: medical-$12,000, lost wages-$6,000. How much will PIP pay if there is a $1,000 deductible?          

12000* 80 % = 9600
6000 * 60% =   3600
less $ 1000 deductible which is equal to $ 12, 200

But the right choice is $ 10000 

Can anyone help me where I made mistake in the calculations?

Remember that Personal Injury Protection insurance provides benefits to the insured to pay for his or her motor vehicle injuries up to the $10,000 basic limit regardless of who is at fault. Your calculation is correct however PIP will pay up to $10,000 PIP limit per covered person.
